THE PROPOSAL
Community process: How the package was developed
Parents, taxpayers, and community members from every area of the district reviewed the district's needs through the Comal Forward committee and recommended this package to the Board of Trustees.
Safety & security: What is included
Security upgrades such as surveillance cameras, added security windows in entry vestibules, door hardware, and access control across campuses, and replacement of high mileage school buses with new buses with seat belts to meet current safety standards.
Replacement of older building systems (heating and cooling, roofing, electrical, and plumbing) to keep schools properly functioning and in good condition as they age, plus energy-efficiency upgrades designed to lower operating costs.
Growth: Added capacity
Additional classroom capacity, including two new elementary schools along the I-35 corridor near New Braunfels, an addition at Davenport High School, increased capacity at Canyon HS by converting the adjacent Administrative and Support Services building into additional classroom space, devices for students, new buses plus land for future campuses. Construction costs have risen an estimated 5% or more per year. Delaying Bond 2026 would add about $27 million each year to project costs. This estimate is based on the architect's analysis as of March 2026. Actual costs may vary based on market conditions, project scope, and timing.

The district's total tax rate, the debt-service portion, the local homestead exemption, how state recapture applies to bond funds, and the status of prior bond programs.
