Tax rate history

THE COMAL ISD TOTAL TAX RATE IS AT A 30 YEAR LOW

  • 2022 — $1.27
  • 2024 — $1.08
  • 2025 — $1.07
  • Debt-service (I&S) portion of the rate, which repays bonds: held at $0.35 for over a decade.
  • Effective rate after the district's local homestead exemption: about $1.02, per district figures.
  • Estimated annual savings from the 20% local exemption: about $51 million for district taxpayers. This gives Comal ISD one of the lowest effective tax rates of any school district in the area, including a 20% local homestead exemption neighboring districts do not offer.

The Comal ISD total tax rate has decreased since the 2023 bond.

Where bond funds go and how recapture applies

  • Bond funds stay local: The state's recapture (Robinhood) does not apply to bond funds; 100% of the money raised by these bonds remains with Comal ISD.
  • Students and teachers -  because bond funds are limited by law to capital projects such as buildings, land, buses, and technology, using the bond for those projects helps free up the district's operating budget, which funds teacher salaries and student programs.
  • Commercial tax base: Nearly half of the district's tax base is commercial property, which helps fund schools without adding students.
  • Financial reporting: GFOA Certificate of Achievement for Excellence in Financial Reporting.
  • Score of 100 Class A Superior Rating by TEA (First Rating): School Financial Integrity Rating System of Texas (FIRST) (Superior Rating 10 years).

Prior and current bond programs

When the 2023 bond passed, the district said it would not raise the debt-service portion of the tax rate. Not only did that portion not increase, the total Comal ISD tax rate has decreased since 2023, and the 2023 projects have been delivered on time and under budget.

Comal ISD has passed bond programs in prior years. Voters approved bond propositions in 2023, and that program dedicated more than $17 million to district-wide safety and security. Details and current status are on the district's “Bond at Work” page.

  • Bond at Work: projects funded by prior bond programs and their current construction status.
  • Financial Transparency: current tax rate, budget documents, and financial reporting.

Construction costs have risen an estimated 5% or more per year. Delaying Bond 2026 would add about $27 million each year to project costs. This estimate is based on the architect's analysis as of March 2026. Actual costs may vary based on market conditions, project scope, and timing.

Enrollment has grown by about 10,000 students over the past decade, with roughly 7,000 more projected by 2032.  Enrollment is expected to exceed 40,000 students by 2035

  • 2015: approximately 20,300 students
  • Today: 30,300+ students
  • 2032 (projected): approximately 37,000+ students
  • 2035 (projected): 40,000+ students
