ASBESTOS MANAGEMENT – ANNUAL PUBLIC NOTICE
2018 – 2019
The safety and well-being of all students, staff, and visitors to our schools and facilities is always of paramount importance to the Comal ISD. The purpose of this notice is to provide information regarding the management plan the District maintains ensuring compliance with state and federal laws and regulations related to asbestos containing building materials (ACBM).

As required by the Asbestos Hazard Emergency Response Act (AHERA) and regulations issued by the Environmental Protection Agency (EPA), Comal ISD has engaged an asbestos consultant agency to perform periodic re-inspections at all buildings where ACBM may be located. Copies of the Asbestos Management Plan and results of the re-inspection for individual schools are on file at each school campus. Re-inspection results for all buildings and the Asbestos Management Plan are maintained at the Comal ISD, Facilities Maintenance Department, located at 1409 FM 1101, New Braunfels, Texas 78130. These documents are available for public inspection during regular business hours. INTEGRATED PEST CONTROL MANAGEMENT POLICY
The Comal ISD is committed to the use of an Integrated Pest Management program as an approach to pest control through regular monitoring and record keeping and determines if and when treatments are needed. Our policy on the use of pesticides is to use the least toxic to maintain a safe environment for the students and staff as recommended by the Texas Department of Agriculture Structural Pest Control Service. The benefit of maintaining an IPM program is to prevent pest populations from reaching unacceptable levels while minimizing unfavorable sociological, economical or environmental consequences.
 
Policy Statement
Building and landscape pests can pose significant problems to students, staff, property and the environment. Through inspections and the use of “least toxic” chemicals, the district will maintain control of building and landscape pests while maintaining a safe environment for students and faculty.
 
School Pest Management Procedures
The District’s decision to implement IPM principles will prevent unacceptable levels of pest activity and damage. Chemical controls are used as a last resort. IPM practitioners depend on current, comprehensive information on the pest and its environment, and the best available pest control methods to use.
 
Record Keeping
Records will be kept on the number of pest or other indicators of pest populations both before and after any treatments. Records of pesticide use shall be maintained to meet the requirements of the Texas Department of Agriculture Structural Pest Control Service and the School Board, and records will also document any non-toxic treatment methods being used.
 
Notification
This School District takes the responsibility to notify the school staff of upcoming treatments which will involve a pesticide. Notification of the District use of pesticides is printed on the Student Handbook which is sent home with students at the beginning of the School year. Proper notifications to all campus’ are given as required by the Texas Department of Agriculture Structural Pest Control Service. Pesticide Storage
Pesticides will be stored and disposed of in accordance with the Texas Department of Agriculture Structural Pest Control Service registered label directions and State or Local regulations. Pesticides are stored in the Maintenance Department not accessible to students or unauthorized personnel.
 
Pesticide Applicators
Pesticide applicators are educated, trained and licensed with the Texas Department of Agriculture Structural Pest Control Service in the principles and practices of IPM and the use of pesticides approved by this School District, and they follow regulations and label precautions. Applicators must be certified by the Structural Pest Control Service’s IPM Program and comply with the School District’s IPM Policy and Pest Management Plan.

INDOOR AIR QUALITY MISSION STATEMENT
Comal ISD is committed to maintaining a healthy indoor environment conducive to learning, teaching, and working. The creation and management of a healthy indoor environment is dependent on proper planning and design of facilities, proactive strategies to control indoor contaminants, a timely response to indoor air quality issues, thorough field observation of those issues, and finally, a resolution to concerns.

Comal ISD’s Facilities Maintenance Department will fulfill their responsibility to the students and staff of the district by working collaboratively to provide proper indoor air quality environments in our facilities.
The assistance of the EPA’s Tools for Schools program and the combined efforts of all district personnel, students, and parents will contribute to the success of our mission.

The EPA states “provision of good air quality requires a conscientious effort by both building staff and occupants.”
Recognizing that indoor air quality issues can and do occur despite preventative measures and conscientious efforts by maintenance personnel and the building staff, the key to resolving these problems is a thorough and timely observation by competent personnel sensitive to the health concerns of the building staff and students.

The Environmental Compliance Specialist during field observation will properly review and observe the issue and complete follow up forms. During the observation, the Environmental Compliance Specialist may consult with the campus principal and /or staff, maintenance, operations, and safety & risk personnel as needed. Additionally, the district has authorized the Environmental Compliance Specialist to retain the services of outside professionals should their assistance be required.

An IAQ field observation is triggered by contacting the Environmental Compliance Specialist directly or through the Comal ISD Facilities Maintenance Department work order system.
